The Action consists of studies to support the Public Private Partnership (PPP) to be implemented for the development of the high speed rail network in Portugal (Global Project) which is part of PP3 (High-speed railway axis of southwest Europe).
The main objective of the Action is to support the PPP programme through the production of a series of studies which allow decisions to be made regarding the axes to be implemented and to support the contracting process for the rail infrastructure. The axes are at different stages of implementation, thus the studies are focused on different needs for each of the axes as follows:
- Global Projects: Essential studies for the efficient monitoring and management of the public private partnerships, for example the development of a manual for contract management.
- Lisbon-Madrid Axis: Studies required in order to launch the new public tender request for PPP2 (Lisbon-Poceirão stretch), for example the review of the cost benefit analysis.
- Lisbon-Porto Axis: Essential Studies to launch and accompany the PPPs for the construction of the axis, in particular for the possible integration of stations.
- Ėvora-Faro Huelva Axis (not part of PP3): The development of studies and assessments which are essential for defining corridors and the development of the preliminary study and the environmental impact study, with a view to obtaining the environmental impact declaration.

The Action is scheduled for completion in 2012.
