Air Traffic Management Systems - Functional Airspace Block Europe Central (FABEC)


This Action contributes to the realisation of the FABEC global project by conducting a series of activities necessary for the functional airspace block to comply to the Single European Sky (SES) legislation.

 

The objective of the Action is to create selected deliverables which allow FABEC Air Navigation Service Providers (ANSP) to contribute to the establishment of the Functional Airspace Block in the upper and lower airspace of the countries concerned and to improve air traffic management performance.

 

Establishing FABEC requires, amongst other things, programme management activities, development of ANSP governance, creation of a FABEC-wide performance management system, development of a FABEC safety case and safety management system, development of a FABEC implementation phase cost benefit analysis, development of FABEC HR harmonised working conditions and development of ANSP institutional arrangements.

 


 

State of progress on 31 December 2011:

FABEC's implementation is being implemented in line with the forecast schedule. Even though some activities require more time than initially planned, such as the completion of a new airspace design, FABEC is expected to provide for an enhanced overall performance of Air Traffic Management in Europe as it represent around 55% of EU's air traffic.

 

The timely implementation of this Action should allow the beneficiaries to release the required deliverables at FABEC level by the end of June 2012. This will then be object of a consultation with all the stakeholders during the summer.

 

If the institutional process which involves a ratification by all concerned national parliaments is completed in due time, it is expected FABEC to be formally established by early December 2012, in line with the SES Regulation.
