The Global project consists of the renewal and improvement, including safety equipment of the main railway connection between Southern and Northern Finland. The connection provides access to Multimodal corridor Narvik-Haparanda-Tornio-Vartius-St.Petersburg (High level Group II) and Barents Euro-Artic transport area.
The section concerned is the Kokkola–Ylivieska (some 77 km), part of the Seinäjoki-Oulu line (global upgrading project), which is the main railway connection between Southern and Northern Finland.
The Action consists of the procurement process of a PPP contract for an additional track between Kokkola and Ylivieska. The Action enables the preparation and creation of procurement documentation and background studies needed to facilitate decision-making over the duration of the procurement process, more specifically:
- Development of the procurement process and tendering documentation to support the decision-making
- Preparation of a comprehensive report on development of a PPP procurement model in the rail sector
