EERP Projects
Following the adoption of the global funding Decision by the European Commission, the TEN-T Executive Agency is pleased to announce the results of the European Economic Recovery Plan (EERP) Call for Proposals.
The EERP was endorsed by the European Council on 11-12 December 2008, in response to the financial crisis that has been affecting Europe since 2008. It sets out how Member States and the European Union can coordinate their policies and provide new stimulus to the European economy.
The Plan includes a €500 million call for proposals for TEN-T projects, with the objectives of giving an immediate boost to the economy and at the same time enhancing Europe's longer-term sustainable growth potential.
This was launched on 31 March 2009 in parallel to the TEN-T multi-annual and annual calls, focusing on projects for which the Community support will enable works to start in 2009 or, at the latest, in 2010 and for which the bulk of the activities to be supported by this Community funding will be implemented in 2009 and 2010. It has two priorities, which can be summarised as follows:
- New projects of common interest (as defined in Article 7 of the TEN Guidelines), which are sufficiently mature to be largely implemented in 2009 and 2010;
- Ongoing projects, or parts of a project, which are progressing satisfactorily and where the work phase could be accelerated over 2009 and 2010 through the injection of new Community funds.
99 eligible proposals were received in response to the EERP call for proposals, requesting over €2 billion of funding. The proposals were assessed by external experts, in order to enhance the objectivity and technical quality of the overall selection process.
Of these proposals, 36 were selected and set up, all of which address the first priority of the call – i.e. new projects of common interest. An overview of each of the 36 selected projects is available below.
On 21 October 2009, Vice-President Tajani signed the first set of EERP funding decisions at the TEN-T Days in Naples, Italy.

A mid-term review of the projects selected under the EERP call was carried out in the first half of 2011, in order to assess the progress of individual projects as well as the extent to which the EERP is meeting its objective of contributing to boosting the European economy and speeding up transport construction in Member States.
