Organisation



The Agency, led by Executive Director Dirk Beckers, is divided into 4 units, plus the Executive Director's office.

 

 T1:

Resources   

T1 is organised in 4 departments: financial management, human resources, legal issues, logistics and data management.

Its main objectives are to:

  • assure the logistical organisation of the Agency
  • coordinate issues concerning interpretation of the legal and financial framework
  • verify the legality and regularity of expenditure
 T2:

Road and Rail Transport (operational unit)

T2 is responsible for the operational follow-up and project management of road and rail projects - high speed and conventional lines for freight and/or passenger, including the European Rail Traffic Management System (ERTMS).


The projects can be either:

  • Studies (such as feasibility, design, geotechnical investigations, environmental impact assessment)
  • Works (such as tunnelling, bridges, highways, railway lines and electrification, train stations, signalling, etc.)
 T3:

Air and Waterborne Transport, Logistics, Innovation & Co-modality (operational unit)

T3 is responsible for all air and waterborne transport, logistics, Innovation and co-modality projects. This includes:

 

  • Intelligent Transport Systems (ITS)
  • Galileo
  • River Information Services (RIS)
  • Air Traffic Management (ATM)
  • Airports
  • Inland Waterways
  • Ports
  • Motorways of the Sea

 

 T4:

Technical & Financial Engineering, GIS & Monitoring, Statistics

T4 is responsible for Technical and Financial Engineering, Geographical Information Systems, Evaluation and Monitoring, the development of IT tools for project management and IT support for the Agency.


Its mission is to:

  • provide technical assistance and support and to increase cooperation with the Member States in the promotion of TEN-T and best practices
  • improve the follow-up of projects and reporting
  • give legal advice in the field of company law and Public Private Partnerships (PPPs) as well as environmental topics, in relation to the drafting and implementation of financing Decisions

 

 T0:

The Executive Director's Office  

In addition to the four units, the Director's secretariat manages the day-to-day running of his office. Three other positions report directly to the Agency's Executive Director.


The Accountant is responsible for:

  • defining and managing the Agency's accounting processes
  • preparing reports on the general accounts
  • coordinating the Agency's Internal Control standards
  • liaising with the European Court of Auditors.

The Agency's Internal Audit Capability (IAC) provides the Agency Director with independent, objective assurance and consulting services on the effectiveness and efficiency of risk management, internal control and governance processes in order to improve the operations of the Agency.

 

The Agency's Information & Communications department is responsible for:

  • developing, designing and managing the external and internal information and communication strategy and actions, in order to promote the TEN-T programme and projects.
  • co-ordinating relations with the press and media in collaboration with the Commission.

 

A Steering Committee nominated by the Commission also supervises its operations.
